Campaign for Inclusion of Women and Young People in Political and Governance Processes (We-YOU Pro) Project is funded by the Foreign Commonwealth Development Office (FCDO)

SUMMARY

ActionAid Nigeria (AAN) is an affiliate of the ActionAid International federation, which is a global alliance of organisations working towards achieving a world without poverty and injustice in which every person enjoys the right to a life with dignity. As a large and visible development organisation, we work in more than 45 countries in Africa, Asia, Europe and the Americas.

The Campaign for inclusion of women and young people in political and governance processes (We-YOU Pro) is a two-year project being implemented in Kano and Kaduna States, with fund from the Foreign, Commonwealth and Development Office (FCDO). It targets to strengthen the relationships among the citizens, government, and the politicians, in other to break the pernicious cycle of patronage-based politics and elite control over power and resources and increase citizen’s confidence in Nigeria’s democratic system.

Background

ActionAid Nigeria (AAN) is calling for innovative campaign proposals from Community Based Organizations working in Kano and Kaduna states as part of the implementation of the We-You Project. The Innovative Campaign Grant seeks to promote and enhance innovative campaigns and sensitization strategies that will open up the civic spaces towards the run up to the 2023 election in Kano and Kaduna States in a bid to improving inclusion and participation of Women and Young people in politics and governance.

Goal and Objectives: Campaign for Inclusion of Women and Young People in Political and Governance Processes (We-YOU Pro) Project

As the overall goal, the project seeks to contribute to an inclusive and responsive democratic process and outcomes through citizens led actions towards 2023 general elections in Nigeria.

Specifically, our approach seeks to

Objective 1: To mobilize a critical mass of young people and women leading disruptive campaigns towards translating citizens demands into policy actions in Kaduna and Kano States.

Objective 2: To engender an inclusive decision-making political process that reflects the priorities of the young people and women in Kaduna & Kano States.

Objective 3: To strengthen the capacities of young people and women on campaign strategies, policy, and influencing towards taking leadership positions to drive positive change.

Rationale

Nigeria returned to democracy with the conduct of the 1999 general elections after 15 years of unbroken military rule in the country. The country has so far conducted 5 (five) successive elections over civilian rule and democracy spanning 22 years with the emergence of a vibrant civil society, a relatively free press, entrenching of democratic institutions and processes, seeming autonomy and assertiveness of the different arms and levels of government and most importantly the continued zest for a people committed to a democratic process that guarantees and upholds their rights.

However, while progress has been made, there are challenges that continue to undermine democratic ethos and practices in the country. This is evident in unwholesome practices including election rigging, violence, vote buying, manipulation of electoral laws, judicial theft of electoral mandate, interference of security and other institutions in the electoral process that have characterized elections after 1999. Disappointingly so, young people and women have been largely excluded from leadership and decision-making processes in political parties, elective, and appointive positions. The participation of youth in electoral and democratic processes is a fundamental human right recognized in different international and regional legal treaties and conventions. Notwithstanding, the 2019 elections in Nigeria showed significant increase in youth and women representation, with participation rising to 34.2%, as against 21% in 2015.

Project Description

ActionAid Nigeria – We You Project is accepting calls for proposal from registered CBO’s which have confirmed registration with the Corporate Affairs Commission (CAC) in Kano and Kaduna States and whose areas of intervention are centered on Democracy, Election and Governance for the Innovation campaign grant of the We You Project. This is imperative as women and youths need to take a center stage and be more involved and ingrained into political party structures, National and State Parliaments, political appointments, and civic spaces in the forth coming 2023 elections in Nigeria.

The innovation campaign grant is ground-breaking and of utmost importance in the survival of our democratic ideals and tenets, and it will offer Community Based Organizations the opportunity to implement innovative campaigns and sensitization strategies towards the run up to the 2023 election. The innovation campaign grant seeks to open up and enrich the civic spaces in Kano and Kaduna owing to the need to improve and enhance the inclusion and  participation of Women and Young people in Kano and Kaduna States to lead disruptive campaigns towards translating citizens’ demands into policy actions, to engender an inclusive decision-making political process that reflects the priorities of the young people and women, and to  strengthen the capacities of young people and women on campaign strategies, policy, and influencing towards taking leadership positions to drive positive change.

Finally, interested organizations must demonstrate innovation on how this grant can become a robust and sustainable platform for State level conversations beyond the initial pilot phase, for further development ahead of the 2023 election.

Goal and Objectives of the Call for Proposal

The overall goal of this call for proposal is to ccontribute to an inclusive and responsive democratic process and outcomes through citizens led actions towards 2023 general elections in Nigeria.      

The specific objectives are:

  1. Greater participation of the voting populace (Women and youths) in the electoral process.
  2. Better politically informed citizens advocating for the inclusion of women and young people in the political and governance process.
  3. Opening of civic and political spaces to drive political participation in Kano and Kaduna States.
  4. To encourage citizens led action through sensitization, advocacy, and campaign strategies.

Awards

ActionAid Nigeria plans to issue awards through a competitive selection process to organizations in Kano and Kaduna States the following;

  1. One civil society organization(per state) a total of N2,500,000 each,
  2. One community based organization(per state) a total of N2,000,000 each,
  3. And one cross cutting civil society organization based in Nigeria a total of N2, 000,000.

The applicants’ proposed budgets do not need to meet this ceiling if the activities can be realized with less than the maximum amount stated. Cost competitiveness and value for money will be factored into the selection process. Additionally, the proposed budget cannot include sub grants to other organizations, micro-loans, or contingencies. All costs must be budgeted directly and have explanatory budget notes. Overall, the budget application should not exceed the amount listed above.

Also, please note that admin cost for this grant should not exceed 20% of the total grant sum.

Implementation Timeline

The implementation timeline for the innovation campaign grant is February 10th, 2022, to March 31st, 2022. This will be implemented in Kano and Kaduna States.

Eligibility Criteria

  1. Applicants should be registered NGOs with the Corporate Affairs Commission (CAC). They must have expertise in Democracy, Election and Governance. They must be interested in implementing an innovative driven campaign and sensitization program towards the run up to the 2023 election in Kano and Kaduna States. They should have experience in youth-related programs.
  2. Applicants must be non-partisan and free of any conflict of interest related to partisan competition in the elections or national or local administration of the elections must be firmly independent, objective in their approaches, unbiased and able to work with all stakeholders in the electoral process.

Applicants should have a demonstrated interest in Nigeria’s electoral and governance processes and have a wide range of NGO broad networks, as well as demonstrated capacity in engaging the media and high-level influencers. Applicants must demonstrate thorough financial management, monitoring and evaluation, internal control systems, policies and procedures that comply with established UK and Nigeria Government standards, laws, and regulations

Application Process

Interested organizations must submit a full proposal in word format not exceeding ten pages and based on the following structure:

  1. Problem statement and background
  1. Project activities
  2. Organizational capacity
  3. Sustainability plan
  4. Attached budget

Submission Format

Interested organizations must submit a full proposal in word format not exceeding ten pages by February 7th 2022. The proposal should be submitted to ActionAid Nigeria by email to procurement.nigeria@actionaid.org with this subject “Innovation Campaign Grant” as the subject of the email. ActionAid Nigeria will respond to questions that seek clarification on the goals, criteria, and conditions of this grant. Questions about this CFP should be submitted by email to procurement.nigeria@actionaid.org on or before 12:00am February 7th, 2022.
