WOMEN VOICE AND LEADERSHIP PROJECT IN
FCT

Federal Capital Territory

Before the Women’s Voice and Leadership (WVL) project in the Federal Capital Territory (FCT) of Nigeria, women and girls faced significant challenges. Gender inequality was pervasive, with limited economic opportunities for women, inadequate political representation, and widespread gender-based violence. Community-based organizations struggled with insufficient resources and support to address these issues effectively.

The Women’s Voice and Leadership (WVL) Nigeria project, funded by Global Affairs Canada (GAC) and implemented by ActionAid Nigeria, ran from 2019 to 2024. The project aimed to empower women and enhance gender equality across multiple thematic areas in the Federal Capital Territory (FCT), including economic empowerment, political participation, and the prevention and response to gender-based violence (GBV). Eight women-led networks partnered to execute various initiatives, receiving multi-year grants, Strategic Opportunity Funds, COVID-19 top-up funds, and Strategic Innovation Funds to address emerging needs and support gender-focused policy advocacy. The project reached a total of 1,066,008 individuals through various activities, media, and collaborations with multiple government agencies and local organizations. 
 

The project successfully influenced several frameworks and policies, supporting the development of gender policies in five Nigerian universities and advocating for gender equality bills and affirmative action both nationally and at the state level. It established various community platforms such as Village Savings and Loan Associations (VSLA), self-help groups, and multi-stakeholder committees. Additionally, the project played a significant role in supporting women’s economic initiatives, political aspirations, and providing GBV survivors with economic empowerment and legal support. Through strategic advocacy and capacity building, the WVL project made substantial strides in promoting gender equality and enhancing the representation and participation of women in various sectors.

  1. Advocacy for a National Assembly plenary session on Gender Equal Opportunity Bills.
  2. Support for five Gender Bills for Constitutional Amendment.
  3. Advocacy and push for 35% Affirmative Action for women at national and state levels.
  4. Development and support of gender policies in five Nigerian universities.
  5. Implementation of gender and disability policies in FCT schools.
  6. Advocacy for a cattle damage insurance policy for smallholder women farmers.
  7. Forums with CSOs and media to adopt the Maputo Protocol.
  8. Implementation of the National Gender Policy on Agriculture.
  9. Support and update of the INEC Gender Policy.
  10. Campaign and lobbying for the Electoral Act Bill passage in 2022.
  11. Technical input for the INEC Gender Policy Amendment.
  12. Submission of a draft gender representation bill to the Abia State Assembly.
  13. Development of a gender policy for the University of Calabar.
  14. Advocacy for the implementation of a land rights act for women farmers.
  15. Support for Kogi State VAPP Bill’s passage and signing into law.
  16. Technical support for women’s interests in the APC National Constitution.
  17. Geo-political advocacy for the national constitutional amendment committee.
  18. Implementation of the HIV and AIDS anti-discrimination act.
  19. Development of a gender strategy for the African Democratic Congress.
